Jared Silberman, Associate Counsel

Mr. Silberman serves as Associate Counsel for Arms Control and International Law at the United States Navy Office of Strategic Systems Programs (SSP) in Washington, DC. In his present position Mr. Silberman is responsible for reviewing Navy Weapon Systems and Programs for compliance with relevant arms control treaties and international agreements. In addition to treaty compliance, the Navy SSP Office also engages in a very pro-active outreach program so that active duty forces become aware of arms control issues that could impact their operations.

Prior to serving in his present position Mr. Silberman served on active duty as a Navy Captain in the Judge Advocate General Corps (JAGC) assigned to the Joint Forces Command, Norfolk, Virginia. While at Joint Forces Command, Captain Silberman reviewed numerous developing weapons programs for J9 (Experimentation and Training) as well as legal reviews in connection with the War on Terrorism.

Before assuming duties as a specialist in arms control, Mr. Silberman served as senior counsel practicing in litigation for both the Department of the Navy and the Attorney General’s Office for the District of Columbia. In his litigation work Mr. Silberman developed a specialty in the relatively newly evolved field of electronic discovery and Internet law. In this capacity he was frequently asked to lecture at numerous attorney legal education seminars and helped developed the Navy’s litigation training for electronic issues in litigation. As a sub-specialty, Mr. Silberman also lectures on corporate issues concerning Sarbanes-Oxley compliance requirements.

Jared is admitted to the Michigan, District of Columbia and Illinois Bars. Mr. Silberman lectures as an Adjunct Professor at The College of William and Mary Mason School of Business, Williamsburg, Virginia, Marymount University, Arlington, Virginia and the Naval War College, Newport, Rhode Island.
